New Delhi : The National Human Rights Commission has found several deficiencies in the investigation of a sensational case of alleged rape of a nun in Raipur, Chhattisgarh, on June 20 this year, while observing that the alleged culprits were yet to be caught. It has also found that the State government had failed to take relief and rehabilitation measures in the case.

The Commission has held that the “hasty and irresponsible” statements, doubting the victim’s version of the incident, issued by the Raipur Inspector-General of Police were unwarranted and exposed lack of sensitivity and understanding of the victims’ rights.

The NHRC has directed the Chhattisgarh Chief Secretary, Director-General of Police and Raipur Superintendent of Police to take action on some specific points and submit the action taken report within six weeks, The Hindu reported.

The Commission’s directions came following the inquiry report of its investigation team, which found that though the local police had registered an FIR in the matter, the victim’s statements were not recorded before the Judicial Magistrate.

The Commission has inter alia recommended that the district administration be sensitised about the victim compensation scheme and a rule mandating the Executive Magistrate’s prior permission for a rape victim’s medical examination be reviewed.
